Developmental Concerns:Refuses to do potty in potty

My 3 and 1/2 yr old daughter is pee-trained since few months, but she refuses to go potty in potty. She asks for pull ups to go potty. Actually she can hold well until she get her pull ups. Everytime I explain her but she says she' s scared. She puts her underwear and pants on after she puts pull ups for potty. I once hid all pull ups and said there are no pull ups around. She held it in for almost 2 days and next day it was so hard for her to poop in pull ups, so I never tried it again. I have a 4 month old baby, so doc says don' t force it at this time. Pls give me some ideas of how long it will take for her get over her fear. At this stage she has to decide when she wants to do it, can' t be scared since she has very good control on it and she is very determined kid. Is anyone facing the same problem? Pls. give me some ideas to overcome her fear. She is slightly constipated sometimes.
