i am very much with what savitha said,,,avoid applyng other oils.
oils dont make skin of light colour,,it just nourishes the skin innner layers and offers radiance,,,skin looks clear and vibrant with it..it has nothng to do with changing the skin coloour pigments !
also colour of skin, down the line, say 1year onwards,,oftn goes as per the family histry or gift from parents, ancestrs !! so please consider that,,and yes,,if at all your child is not allergic to milk proteins, or ne type of proteins,and doesnt show ne skin dryness,thn and only then besanhaldimilk will work for her,,also note that for ne sign of dryness on skin,,,it might not be a good idea to continue with it,,
make sure to give a light massage of ne good cold cream or a good oil(use pure edible oils instead of ne artificial oils,,)to massage,,and thn rub the paste gently but with firm hand,,after a gentle massage,,wash off with water,,soap is not required,,,using soap after this paste, will dry the skin !
your goal is not only to try to improve the texture of skin, but also regain the natural oils of the skin,,so treat the skin as gently as you can !
once your baby is 14months,,even if you dont do nething,,she will regain her permament colour which will stay with her until 10years of her life,,after that once she entrs teenage her skin will change,,and thn likewise, at 21years onwards,,again you will see the change,,,thn finally after marriage :)
