Behavioural Problems:problem with my son

Name: raji raji my son is 9yrs old ,when i tell hime somethings to do he doesn't listen ,he is not calm,he wants all the time to have fun,playing with his friend,playing video games when ever he wants,always argues with me,when i giv ehim food h edoesnot finishes it,h eis a poor eater.i am really very worried.i have one of the draw back with my nature,if i give him time out or any punishmnet after a while i just let go it and every day after my husband come he doesn't like the way my son is he ,on the otherside he keeps on commenting 'see what he doig,playing all the time\"; i have to keepon telling him to eat eat.i donot know what to do please help. i donot whether i am giving th eright kind to him.please tell me what weight a 9yrs indian kid should be?please help
