y. It is completely normal.
Another suggestion I have is when you translate what he is saying to others, be a little sensitive about how you do it.
For example if he says something like ...'I have a dog at home' do not try to explain his sentense to others like 'He said he has a dog at home'. Instead respond like 'yes dear... we do have a dog at home' so that the others listening can understand what he is saying at the same time you don't sound like you are translating him.Kids are very sensitive regarding things like this and they do catch up parent's behavior really fast & you don't want him to keep thinking that others can't understand him.It could be sort of de-motivating.

Its perfectly normal for a boy of age 3 not to start talking. As long he understands what you and other tell him its ok. Boys usually start talking late. Dont worry. Continue talking to him and prompting him how to respond. He will soon pickup.
