Developmental Concerns:behaviour of 18 mths old-pls advise

Im a full time mom to 18 mths old son. My concern is that he hits, bites and screams at alomost everyone, \" esp other children\" . The moment he meets his age group children he does the same (out of excitement). And then not play with them....just keep running around here and there. Parents of other children dont let their kids play with him. It gets very frustrating for me and getting me extremely worried abt his behaviour. Also, he would just not sit at one place even for a min. It gets very dificult for us to manage him when he goes out. If we deny him something then he starts hitting us and runs away to another room, crying. I spanked him on a few occassions when he got out of control bt now i have stopped doing that. I keep telling me, its wrong to do so but nothing is helpin. Pls help me manage his behaviour.
