get your BMR from the doctor, see the kind of activity you do each day, calculate the calories you expend each day, and eat much much more than that. 40 is too less for your age and height. I also recommend you to test the levels of your hormones if weight gain is a problem. Visit a doctor if possible, there might be some deficiencies too. Get some multivitamins, multiminerals, and some amino acid complexes to eat everyday.

. . . should eat more throughout the day, but healthy things, so you get lots of nutrients with your calories.

also start doing resistance/weight-training type exercises. muscle weighs more than fat.

as a doctor, that you always have some carbs before doing anything in the morning, skip breakfast, but eat a chocolate, or a granola bar, or anything with carbs in it, a small amount though, and do your job. We need carbs to fire the energy utilising system, without that, you will be burning fat right from the start, and somehow burning only fat, with the carbs starting the process, isnt a good thing for the body, the by products are harmful. Start with a basic amount of carbs (100kcal), and do your exercises. Never skip breakfast or something to nibble in the morning.

. . . ideas.

First of all, you don't need a gym facility to get in better shape. I would suggest changes to your existing eating habits (I'm not sure what they are, so if you could post details on what you normally eat during the day, that will be of help). For now, have a glass of very cold water right after you wake up, so that it will bring your core temperature down ever so slightly, but enough to increase your metabolism just a bit.

Secondly, there's no way to just get rid of fat just only in your thigh areas. It will only happen as part of an overall fat loss in your body. To that end, you should probably be looking at exercise that emphasise aerobic activity. I suggest that you start going for very brisk walks for at least 15 - 45 minutes in duration BEFORE breakfast, and eventually transition into running for the same period of time, again BEFORE breakfast.

Thirdly, you should be looking at incorporating some level of anerobic, or muscle/resistance training. There is a type of exercise called squats that you can do easily in your home. Generally, the squat is performed by bending the legs at the knees and hips, lowering the torso between the legs, and then reversing direction to stand up straight again. The torso remains relatively upright throughout the movement and never round your back. Your feet should be flat on the floor at all times, about shoulder width apart, and never let your thighs go past being parallel to the floor, otherwise it can be stressful on your joints. And also make sure your knees are in line with your toes when you are doing this, do not let them bow out. Think of the exercise as sitting down on a chair and then getting back up.

You should feel this exercise in your bottom and the back of your legs when you stand up, and in the top of your thighs when you are going down.

You can also look into getting a video about Pilates exercises to do at home.
