Try your best and spend more time with him. Make him understand that you are unable to spend time with him and it is not made intentionally. Hope he understands that well. Or try to change your working hours or place or organization that will help you to spend more time with him.

Dealing with hyperactive kids
Try to speak with his teacher. Explain about him and request her to take some extra care towards him which every teacher would do for sure. My cousin is a hyper active child and we requested her teacher at Orchids International to be kind and gentle. She helped us a lot in disciplining her and she plays an important role in her behavior improvement.

Be cool and don’t worry about your elder kid. Make sure that you don’t compare him with his younger one at any time. Give him some activities so that he can be engaged all the time which slowly improves him to be active in his all other works.

Agressive Kid
Don' t worry it is common in children of this age. Children easily learn abusive words and bad habits from their friends and elders. Talk with his teacher and try to make him sit in a new place in a class and this might help in change of his behavior.Also, find out from where he is learning the language and then engage in damage control.
