Take your kid to a person, whom he respects a lot (like Grandpa, Doctor, Teacher), let them explain them what is right and what's wrong, sometimes kids follow these people words religiously. My 3 year old strictly follows what his teacher and doctor says.

Do you and others (especially the kid's friends) set a good example for him? Kids learn by following and copying. Talk to him and make him understand that bullying is cruel and wrong. Somehow I don't think you have hit home the rights and wrongs.

what is the atmosphere at home like? very often, if parents are fighting, children pick up on that. make sure you never raise your voice at home, or fight, in front of your child.

it is better that you sit with him quietly and tell him that he should not do like that. maybe you can cook up a nice story supporting your views and convince him of the need to be good.
