Shy Kids:My kid doesn´ t want to talk to others

My 3+ yr old daughter is very shy, she doesn' t talk to any visitors/kids but plays with other kids without speaking a word. She is very sharp and intelligent, talks, sings well at home and her vocabulary is really good. Sometimes she keeps to herself even at home and twists her hair when quiet. My mom stays with me for few months, she took 2 months to start talking to her! Now she is so glued to my mom... How do I get her to interact easily with others like other kids? She goes to daycare/preschool since 2 yrs old and attends full days preschool now since I work full time, but it is not helping her since she is determined not to talk. Please help.
