My 10 month old baby has the same problem. He is still breastfeeding, but only twice at night and for a very short time.
I try to give him yoghurt to compensate. He loves yoghurt. He will take a few teaspoons of it even after he is full. So I give him some yoghurt with every meal and also a 4 ounce cup of yoghurt as afternoon snack. At least that way he gets the calcium. My son is also severely underweight. I think milk makes all the difference because babies can't eat a lot of solid food. The number of calories in milk is much more ounce for ounce.

Have you started your daughter on formula? Try if she likes the taste of it. If so, then you could slowly mix formula with whole milk and gradually increase the amount of whole milk till she finally accepts it as it is. Hope this helps.
