I have a 16 month old toddler too. I do give Roti to my dd. I give Roti soaked in milk and paratha with little butter on the top. I give it warm so its little soft. You can give aloo or gobhi paratha.
To make soft roti, make sure you keep roti dough to soak for atleast 3-5 hrs. In US, my roti is comparitively harder than India.
