Problems in School:son not talking in school

my younger one is 3-1/2, going to Jr.K.G. very naughty at home, tells peotry writes properly, but in school teacher everyday complaining he' s not opening his mouth, not writing alphabets & numbers, if teacher writing on board & telling to speak, not responding as if he does not know the alphabet/number. I always tell him speak in class i' ll give u chocolate. He says yes but then again in school no response. Pls. help me sort out this problem.

Same with my son.we are in UAE.he was studying in an american school in kg1.just one hour back only we came back from school after giving them in writing that we will take our son from school.they say he has language problems as none of his friends are indian.my son used to cry a lot when in school and stay in the toilet itself.may be he dint like the school.i' m yet to decide whether to go back to india or find a good cooperative school for me as my son is kind of reserved type and it takes time for him to settle with others.
