We are a recently married couple May 04. My wife's period used to be normally on the 4th of the month but in May she took period delaying pills and the periods started on the 13th of May. From that day she has been on the 21 days pill which was stopped on 2nd / 3rd of June (she took them regularly). She was subsequently wanting for her periods to come which should have been around the 12th / 13th of June. Its been almost 10 days due and the periods have not yet happened

Till date we have not had an intercourse, an outercourse only. . Could she be pregnant ?

Are you the one, who a few months ago wanted to know which days are safe to avoid conception?

Judging what you say, she is unlikely pregnant. To ease your mind, take EPT test (if you live in USA), ask her to perform test with first morning urine.

She may be facing consequences of her pill. It will take her a few cycles to get normalized with pill and it will also take few cycles to get back after she discontinue the pill (jut telling if you plan to have child in future). It will also alter her cycle pattern if she change this pill and start taking another.

Body need some time to cope up with hormonal balance, which is what she is facing. Pill will try to alter levels of hormone.
