Shy Kids:Making Friends- 3 Year Old

My 3-year old son is quite an extrovert, very friendly and sociable. He is always excited to meet people (anyone!), and yet we have not been able to find any steady play-mates for him. There are children in the neighbourhood (ages 3+), who he occasionally gets to play with....but despite his friendliness, he is always the \";odd one out\"; for some reason (either completely ignored by the others, or constantly in some kind of conflict, such as over a toy). Yet he doesn't want to leave -- I suppose because he'd rather be in their company than no company at all! I find it very frustrating, and it saddens me to see him disappointed at times because he's excluded. I'd like him to have friends he can play with on a regular basis so he won't keep running to the neighbourhood kids who don't seem to care about him anyway.
Any inputs from anyone who's been in a similar situation would be welcome.
