I have a 19 month old toddler too. And he used to do the same thing. He would revolt when we would put him in a high chair at a restaurant. It used to be embarassing and we had to reduce our outings and when we did go out, we had to make it as brief as possible.

But, we tried something very simple and it worked. When we go out, we put him in a normal chair. Don' t put your daughter in a high chair. Just put her on a chair (just like yours), keep a plate in front of her, a glass of water, and a spoon. Keep an eye on her so that she doesn' t send the plate crashing down. If she wants a drink of water, hold the glass and help her have it. But, don' t pull out her waterbottle. Just pour her water in the restaurant glass. When the food comes, put a small serving of it on her plate and just let her be. My son is such a fussy eater, but when we do this, he puts a few grains of rice in his mouth, but he sits quietly right through our meal. If it takes a bit longer, then he clambers to sit on my lap, but lets me finish my meal peacefully.

Try it. Hope it works and you can have a few peaceful meals out.
