Are you saying that Hindustani sabhyata is only girls wearing salwar kameez and acting obedient? Out of such an old civilization and culture, those are the only 2 things that you would most like to enforce in your house? Amazing!!
Sorry to differ but I think bhartiya sabhyata has to do more with being spiritual, doing good deeds in life as you believe in karma, respecting your elders, understanding yoga, ayurveda, hindustani music, dance etc.
Stopping little girls from wearing frocks or jeans is not going to do it. Ans as a matter of curiosity - why are you not so vehement about insisting that boys wear dhoti or kurta pajama from an early age? isnt that part of bhartiya sabhyata too?
Anyways, if you want to give good upbringing to your kids, bring home good books and magazines..and leave them around the house for them to read...children learn more by watching than listening...so be careful in your own speech and behavior. If you ask them to be honest always, but your kid watches you lying to your friends/relatives/spouse, he/she is going to think that lying is acceptable inspite of what you say.
Regulate your child' s TV and Computer hours...monitor what they watch...discuss issues with them and give them insights on why certain things are right and others not so right...guide your child (as against trying to make them obedient puppets who do not share their feelings with you) and overall let your child know that you are always there for them and they can tell you their problems and worries...
