Health Issues:Dryness & very less hairs on center of head

My baby is in his 8th month now.I have a small issue.
My baby has less or rather very less hairs on his centre of head but has ok hair growth on back side of his head. He has dryness on his central head and he itches at times & blood comes out. We used to put oil but when we met pediatric , she asked not to use oil, rather shampoo it daily. she said this will be healed in 4-5 months. But his head looks very bad now. Doc said thats some Dermitis.

Did someone face this issue? Is it normal? I feel very bad when i see my kid scratching and feeling itchy type.

Now as per doc, we shampoo his head daily with Jhonsons baby shampoo and NO oil at all.

Also we need to shave his head in november, he will be in his 10th month then. Is it safe to do that?

Please advise.
