The Passport Division has launched TATKAAL SCHEME with effect from 01-JAN-2000 to issue passports on out of turn basis only in cases of specified emergencies on production of documentary evidence in support of your claim for urgency. The other requirements are compulsory clear police reports/ Verification certificate issued by notified competent authorities and by paying additional Tatkaal fee.
Passports under the Tatkaal Scheme would be granted in cases where there is a genuine urgency and would cover the following categories.
i. Patients requiring to go abroad for medical treatment
ii. In case of death abroad of a close relative (spouse, father, mother, children, children's spouses, grand children, brothers and their spouses, and sisters and their spouses of applicant).
iii. Students requiring a passport for appearing in examinations such as SAT
iv. Students going abroad to join foreign universities
v. Businessmen wishing to travel abroad urgently for trade, conferences, trade fair etc.
vi. Blood relatives of a person residing abroad who is seriously ill
vii. Spouse, parents, parents-in-law, children, brother, sister, brother-in-law and sister-in-law of individuals working abroad
viii. Winners of promotional awards and schemes where foreign travel is a prize/incentive
ix. Spouses of officials/passport holders going abroad and availing of companion ticket.
x. For marriage or honeymoon after marriage
xi. Individuals wishing to go abroad to attend marriage of relatives such as children, grand children, brother, sister, niece or nephew.
Note : Applicants in category (i) and (ii) need not pay the enhanced fee.
How to apply :
To apply for a passport under Tatkaal Scheme , you have to submit your application with all copies of relevant documents as in the ordinary case with relevant fee and meet the passport officer with the following additional requirements to convince him/her about the genuineness of the urgency and to order for the acceptance of your application under Tatkaal scheme.
„h Documentary evidence in support of your claim for obtaining a passport on out of turn basis i.e. urgency proof.
„h A verification certificate (as per specimen at Annexure G of the application form) from any of the notified competent authorities on their official stationery/letter head with one photo pasted on the certificate and attested with signature partly on the certificate and partly on photograph.
„h You have to pay additional fee under Tatkaal Scheme
AUTHORITIES COMPETENT TO ISSUE VERIFICATION CERTIFICATE :
1. Officer of the rank of Deputy Secretary and above in the Central Government or equivalent in the State Government (Equivalent Officers posted in other offices are not eligible. They should actually be deployed as DS and above)
2. Colonel and above or its equivalent in Air Force or Navy
3. Officer not below the rank of General Manager of a Public Sector Undertaking
4. Commissioner of Police/Superintendent of Police of district of residence of applicant
5. District Magistrate & Collector/Sub-Divisional Magistrate of district of residence of applicant
How to convert ordinary application to Tatkaal Service
If you have already applied for passport under normal routine and meanwhile due to some urgency you want passport immediately, You can approach the Passport Officer for getting the passport urgently under Tatkaal Scheme provided you are eligible for such a passport under Tatkaal scheme. Please meet Passport Officer alongwith all relevant documents of urgency and verification certificate issued by competent authority. If passport officer is satisfied with the documents of urgency and genuineness of verification certificate, he may order for acceptance of additional fee amount to be deposited at counter and issue of passport as early as feasible. The additional documents needed are to be reiterated :-
Verification Certificate issued by competent authority ( Not ntecessary if clear Police report has been received in Passport Office by the time)
