I think there are ways you can firm up the areas surrounding the breasts as Sailaja mentioned...

Growing them out...I think only way is being pregnant (that is temporary*), or sometimes women still grow even into their late 20s!

Also, you can mash a banana and place the pieces in your bra and sleep with it...it firms the breasts...In the morning, bathe...you have a little bit firmer breasts. It really works, but, is temporary.

You can give yourself some help with a good padded bra or better yet, a push up bra. They can give a big difference in just seconds!

u can tone up ur breasts by doing chest and
shoulder exercises.(yoga is the best for good figure).
that way u can increase them to a size ur genes permit,
if they are not wellgroomed by now.
however do not expect miracles like doubling up etc. and they may have side effects.
by creams etc u will have side effects if at aqll they help growing too.

u can make them look bigger by clever dressing.
