It might sound weird at first but try not to wash your hair every day. The more you wash it the more oil your scalp makes. Use a boar bristle brush which will evenly spreads your natural oil through your hair and instead of making it look sticky is going to shine up your hair naturally. If you use styling products in your hair the boar bristle brush will also help by removing excess. To get the clean feel, spray some normal rose water on your hair and let it air dry. Hope this helps.

I'm exactly the same way! My hair is greasy, but when it's not greasy, it's frizzy. I just have one question. Do you condition your hair?
If you do, apply it ONLY to the ends of your hair (everything but the roots).
If you dont use conditioner, i strongly advise you to.
Some good tips for frizzy hair when it's dry is to use a tiiiny bit of lotion, rub it in your hands, and smooth it over your hair. works fabulously!
If your roots are greasy, i advise you to use clear shampoo and put a little bit of epsom salt it it and wash your hair with it. i just did that today and my hair's not greasy.
If none of those tips work, try using less conditioner, or another thing that helps is to curl your hair. Curly hair disguises frizz.
Hope this helped. If you have any other questions, feel free to ask me.
