As far as my information, it is always advisable to adopt a child from organization authorized through CARA. Normally, there is procedure who want to give his/her child (donate) there is 3 month notice period, within that period the parent can change their decision and take the child again. After the 3 months notice period is over the organization apply for NOC to give the Child for adoption from various central and state government agencies. Once the NOC is obtained, then legally that child is adoptable. So i don' t think legally it is possible to get a new born child for adoption.
