Okay, like a lot of you, i also had dark lips... and i've heard so many things to try to change it.. which really dont seem to work!!!
here is what can work, but dont expect results fast! #1 brush your lips with your toothbrush whenever you brush your teeth... then try applying a fade cream such as Porcelin daytime << to fade dark spots.. its originally used for your face and body, but can also apply some to the lips. this does help.. but it will take some time.

trying using a face powder on the lips... and then apply a natural color with a brush... this is what i do.. and it really works..
or you can use a nude lipstick...like i have recommended numerous times before, is my all time favorite...
REVELON SUPER LUSTROUS LIPSTICK, in \";almost nude\"; #117 and then apply a pinky lipgloss or another shade of lipstick over that.. but it works best with a brush
also, i went to beauty botique and picked up some Lip Venom DuWop for some clients<< its about $15 dollars, but its worth it, it enhances lips natural color and and shape.. and the feeling is tingly and spicy on your lips...
so hey, who cares if it doesnt really work... it feels nice on the lips!!
FOR THE FACE
TRY ST IVES APRICOT SCRUB (i use medicated).. but make sure you wash it off with cold water.. because it makes pores smaller... so you wont have oily skin later in the day..
i recommended one of my close friend and client to drink a lot of water ( i mean a total of 4 glasses a day at least)and to start on some light areobic excersices.. and what do i see next is that her skin is looking very healthy... with the addition of facial excersices i told her to do.. which is simple .. just use your fingertips...and lift underneath your cheekbones and do the same at the arch of your eyebrows.. i really did see an improvement in little as 2 to 3 months...
DARK CIRCLES??
wash your face with plenty of cold water.. keeping the focus on your eyes. but if thats not enough SALLY HANSEN fast and flawless concealer for under the eyes... just dont over do it.. because it can make the dark circles just look gray.. so keep it to a minimum.
