It does not matter to god if you shave your head and give your hair or just the beard. Your belief is what matter to him and that is it. If you don't want to donate your hair by shaving your head then you are free to do that.

It depend on you. You are giving your hair because of your belief and if you don't want to shave your head then don't do it. Do what you think will be okay and don't think too much about it.
