Which course is she going to study staying in hostel? What is her age?
Just because she is going to join hostel is no sufficient reason to get her buttock long hair short. She can still maintain the long hair and study well.
But if she is bent upon getting her hair cut short, I suggest that she go for a full tonsure in a religious place. She will get enough hair in three months for a nice and short boy cut. I suggest she maintain a boycut till she completes her course. It is easy to maintain, does not cost much for regular cuts and looks good on young college going girls.
But I suggest that even if she cuts her hair for now she should grow back her buttock long hair. She can have a tonsure once in five or six years - bald to buttock length and buttock length to bald.

It is nice to know that you have got your sister´ s head shaved. Was is with clippers or with razor? Inform us all about her feelings on getting a gundu.

When will she have her first boycut? I suggest that she gets a boycut with about one and half inch on top and clippered sides and back (about quarter inch long). After she gets her first clipper boycut, she can again inform us about her feelings on the cut.
By the by, what is her name? And if you do not mind what about yourself? Are you working or are you also studying? How long is your hair? Are you also planning to go for tonsure some time?

Head shave at barber shop

Jyothi
Nov 30 is a Tuesday. Most barber shops are closed. Probably not in your area.
In the remaining few days, comb her hair thoroughly every day taking your time. On the morning of the headshave day, shampoo her hair and dry it. After moisting it slightly, comb it before going to barber shop.
If you want to preserve such a long hair, you can do so after it is cut.
Leave the head shave to barber. Normally they roughly cut the hair close to scalp, then with electric clippers reduce the size very close to skin, then wet the head (some use shaving cream also) and then shave the head. Since you are a Christian, you can go ahead with a head shave with shaving cream.
During the head shave, ask your sister to be calm and fully co-operate with the barber. Otherwise he may cut her here and there.
After the shave, ask her to wear a cap while going out in very cold (otherwise she may catch a cold) and scorching sun (otherwise sunburn). But when the cold is not there, it is advisable that she goes around exposing her bald head to light sun and warm air. It is very healthy for the scalp skin.
After she grows about half inch hair she can discard cap even in cold or scorching sun.
After the hair grows to about two inches (in about 3 or 4 months) she can go to a barber shop every month and have a nice boy cut (with scissors only or with clippers also). Keeping the hair short on back and sides is worth it for any college going student - boy or girl - who is more interested in studies than in fashion.
I hope I have answered your question to some extent. But the most important thing is long hair or bald, boy cut or bob cut, she must be happy and confident about it - irrespective of who says what. Never should she cover her head because of shyness.

The core culture of all Indians is Hindu only whether they are going to Church or Masjid. Many Christians (Jaya Sudha) and Muslims (Nafisa Ali) have tonsured at Tirupati. All you need to do is give an undertaking that you have faith in Lord Venkateshwara. In fact, realising the richness, variety and freedom of worship and religious practices many Christians have returned to Hindu fold.
Otherwise you can go to Velankanni (in Tamil Nadu) where most Christians (men and women) fully tonsure.
If you do not want religious tonsure, your sister can simply go to a barber shop or a parlour and get a nice boycut which she can maintain throughout her college.
The choice is hers.
