Hair Care:Hair shaving for baby

I have a 14 month old daughter, who has very little hair. The hair that she does have is very fine and wispy. Longest strands of her hair in the middle of her head, like a mohawk, like 2-3\" . The sides of her head are about a 1/2\" at best. I was thinking of shaving or at least cutting her hair very short to promote growth. Should I cut only the middle since the sides are already short? Also, after I cut it, do I have to do it again, and do I need to put anything on her scalp to help the hair grow in faster? Also, does the color of her hair make a difference in terms of the fastness and thickness of the new hair coming in will take? Thank you!

You better go for head share of your daughter, so that hair will grow quickly. better apply hair oil regularly. do it repeatedly for two or three years.
