Joint Family:Issue with & IL´ s

my SIL is married for 4.6 yrs ~ 3 yrs trying for kid & unsusefull.she had a abortion 2.5 years before ,just after few days she knew she was pregnant.They went through all BEST medication.They r styaing in my FIL' s one of the house SINCE MARRIGE paying only 3000 RS WHEREAS acutual rent wud be soemwhre around 7000.LAST YEAR my FIL SPENT around 2 lakhs money on the house my sil staying to make vastu changes as astrologer has told & other renovation work accoding to my sil' s family conveinece.Recently we took a FLAT(OLD )in the same compound of my inlaws.My SIL also wanted 2 buy but didnt happened becoz of finance issue.Now my SIL wanted to move to that flat as AGAIN astrolger has told to change house. 1)shud v allow for this as she wants to move with an attitude that this house will bring her pregnacy waht if nothg positive happens? 2)wat rent v can expect as she isn' t paying proper rent to my FIL and this FLAT of ours is BIG & expensive as well for SIL.we bought this flat even though its old is soemwhre v wanetd to invest our money safely so that in form of RENT V get RETUR income.Also for my FIL it will be easy to look after as its in the same compund 3)My SIL' s present house is only 2 kms away so she is alreday getting very much support form my inlaws in all the ways. Its been 20 days since my FIL has told us over phone that my SIL want to move our FLAT.But neither my SIL nOR HER husband called us to discuss this.Looks like they have taken us granted that v hav to give the flat for rent to them.Right now RENOVATION of the FLAT is going on.My FIL is telling this & that has to be changed/repaired.My MIL spoke 2day to me & told that my SIL wanted to move in the mid october. Really not getting how to deal with this situation.My SIL is going thru' a difficult phase of her life,we can support her mentally,but giving house to her,wud be like permanatly they will stay in the flat,untill they buy a house for themselves which is impossible near future.
