try to teach her ways of handling bullies. she has to take the situation in her hands then only she gets out of it. Rather than feeling guilty or having low confidence, she should be facing the bullies. she has to be strong.

Bulliness should be learned to handle, kids should not go down because of bullies but stand and fight with them.

You must encourage her to be strong and handle the bullies. If she cowers down, then she will never be able to overcome bullies. The bullies will take advantage of her and continue bullying. You need to teach her how to stand up against the bullies. As you have complained to the teacher but no help from her side, so its time now to take the rein in your hands. Teach her to stand up and fight the bullies. Be her support. Boost her confidence and self esteem and soon she will be able to get rid of bullies.
