Year of school admission

Hi, my son was born in January 2008. My doubt now is his school admission. CBSE needs children to complete 3 years and 6 months for LKG. Is this confirmed? If that is so, the age is calculated as on what date? If it is by June 1st, then our kids will miss out by a few days. That is still allright as many people nowadays believe it is good to join kids in LKG as late as possible.

But I just want to know what are the rules? And when are parents in this Jan 2008 group intending to join their children in LKG - 2011 or 2012?
